Who defines, assesses and recognises conformity?

  • Standards development organisations International bodies, national institutions and industry associations develop requirements, methods, guidance and codes of practice. Their documents create common definitions and repeatable ways to evaluate performance.
  • Laboratories Laboratories measure and test products, materials and systems against defined methods. Their reports turn physical performance into evidence that can be used in technical and commercial decisions.
  • Inspection bodies Inspection bodies examine workmanship, installations, processes and other activities where compliance depends on how work is performed. Inspector competence and impartiality are therefore central to confidence.
  • Certification bodies Certification bodies evaluate whether products, systems, people or organisations meet specified requirements and can issue an ongoing mark or certificate of conformity.

Who checks the assessors and sets mandatory rules?

  • Accreditation bodies Accreditation bodies evaluate the competence and impartiality of laboratories, inspection bodies and certification bodies. Their structures vary: some operate under government control, while others are independent or not-for-profit organisations.
  • Recognition arrangements International and regional arrangements such as ILAC and APAC support confidence across borders by aligning accreditation practice and recognising results between participating economies.
  • Authorities having jurisdiction Governments, municipalities and sector authorities create technical regulations and decide which standards, tests, inspections or certifications are required for a market or activity.
